Council is updating the Community Land Management Plan (CLMP) for the Rapid Bay Camping Ground to ensure it is fit-for-purpose, reflects current infrastructure needs and aligns with the Management Plan for the Normanville Jetty Holiday Park. This process ensures the CLMP remains current, considers the future potential of the site and responds to the needs of stakeholders and the community.

The proposed amendments:

  • Expand sections on leases, licences and short-term permits.
  • Introduce new provisions that better reflect Council’s intentions for how the land is used.
  • Optimise current and future uses of the site for the benefit of campers, visitors and the broader community.

The updated CLMP (Business Premises) – Rapid Bay Camping Ground has been prepared and is now open for public comment for from Tuesday 30 September to Thursday 30 October, in line with legislative requirements and Council’s Public Consultation Policy.

You can download a copy of the updated CLMP from this page and copies are available to view at the Council Office, Monday to Friday 9:00am to 5:00pm.

    Thank you for raising your concerns. Council acknowledges the importance of ensuring all campers enjoy their experience and your feedback will be taken into account for any future management plans for the site. There are currently no plans to restrict any users from enjoying the camping ground.

    The Rapid Bay Camping Ground functions differently to a public park or open space and is governed by the Community Land Management Plan (CLMP) for the site. Its designation as a camping ground means it is managed to support visitor use and generate community benefit in a different way.

    Supporting Rapid Bay's natural assets and the wildlife found there are also important considerations.

    The questions you've raised will help inform the review of the CLMP for the camping ground - we have passed them on to Asset & Environment Team for their response.

    Thank you for raising these important questions about the protection of the natural environment, local wildlife, and equitable community access to recreational land. The Council is firmly committed to managing community land in a way that minimises negative impacts on the environment, while also facilitating responsible camping and recreational activities in this area.

    Please refer to the attached map which shows the area designated for the camping ground, outlined in red. This camping area does not encompass the entire parcel of land, meaning that substantial portions remain available for recreational use by all members of the community. This approach ensures that the space continues to serve a broad range of recreational needs and remains accessible to everyone.

    The revised Rapid Bay Camping Ground Community Land Management Plan aims to align with the Normanville Jetty Holiday Park Community Land Management Plan and allows for a new management agreement and short-term permits. Council By-Laws, regulations and ongoing monitoring will ensure that any permitted activities are carried out responsibly, with safeguards in place to protect local wildlife and the broader natural environment.

We acknowledge the community's interest in ensuring that water from showers, dishwashing and other uses at the camping ground is managed responsibly and doesn't impact the coastal environment. Community Land Management Plans let our community share their views on how particular land should be cared for, although these plans do not include specific actions or everyday management issues—those are handled through Council By-Laws and other regulations. Council understands how important it is to protect our coastal environment and is continually looking for effective ways to manage environmental impacts including ongoing monitoring.
