Normanville Foreshore & Jetty Caravan Park Draft Masterplan & Long Term Financial Plan

A once in a generation opportunity, requires a once in a generation response.

At the December 2020 Council meeting the Elected Body endorsed the draft Normanville Foreshore and Jetty Caravan Park Draft Masterplan to go out to community consultation. It is now your turn to have your say.

The draft plan was designed to provide major economic stimulus to the District Council of Yankalilla with ongoing job creation, additional ways for people to spend and enjoy the region, environmental upgrades and major community infrastructure upgrades for our community users while also reducing the rates burden on our community through income generation.

It is a very high-level plan with many interwinding elements that are used to generate conversations to gather additional feedback on the Foreshore and for Council to learn what is important. Council will be considering all feedback at their February 2021 meeting of Council before finalising the plan.

There are many elements to the draft Masterplan including Carparking, Green Space (lawns), combined new rebuild of Surf Club and Kiosk, Tennis Club, Caravan Park entrance, Dunes, Beach Interface, Jetty and Caravan Park upgrades. Council's proposed Long Term Financial Plan contains Council’s previously adopted projects (including New Library, completion of the sealing of Forktree Road and new Rapid Bay Bridge), service levels, renewal and replacement of assets and rate revenue requirements. The proposed Long Term Financial Plan has now been updated with the Normanville Foreshore and Jetty Caravan Park – Normanville Masterplan costings for Years 1 to 3 and is now available for feedback.

The consultation period for the Normanville Foreshore & Jetty Caravan Park Draft Masterplan has been extended!

On the 29 January 2021 at a Special Meeting of Council the Elected Members resolved to leave the consultation open for the community to continue to provide feedback on all aspects of the Normanville Foreshore Masterplan, especially as the Masterplan progresses and greater detail on the individual components is provided and that Elected Members will be kept informed at every Council meeting of all feedback received. Decisions were also made on what parts of the project would be included in a grant submission. To find out more you can read the 29 January Special Council Meeting Minutes on Council’s website.

    The Normanville Foreshore and Jetty Caravan Park Masterplan is currently getting updated as resolved at the February 2021 Council Meeting and will be presented to the April 2021 meeting of Council.

    The plan was originally scheduled to be presented to this the 16 March 2021 meeting of Council, but it was important to get the final product correct prior to consideration for adoption and this was unable to be achieved for the March meeting. It is recommended that the Masterplan now be presented to the April 2021 meeting of Council.

    While the updated Masterplan will not be presented to the 16 March Council Meeting, other items on the Agenda that may be of interest are; item 14.9 Long Term Financial Plan 2021-2030 including Normanville Foreshore and Jetty Caravan Park Masterplan Risk Management Plan, Risk Matrix and Dependencies. And item 16.1 Normanville Foreshore and Jetty Caravan Park Masterplan Feedback – this report includes 12 new written submissions from community members and additional correspondence from 4 ratepayers whose original submissions were reported at the February 2021 meeting of Council.

    Administration have applied for the Open Space and Places for People grant for the Plaza, Green Space, Nature Play and Beach interface elements of the Foreshore Masterplan along with an additional application for Jaitjakawengga Reserve at Second Valley.

    The Stakeholder meeting to apply the Normanville Surf Lifesaving Club and Kiosk Statement of Requirements (as endorsed by Council at the February 2021 meeting) was held, 4 March 2021. The Architect will now proceed to provide a design for Council consideration.

    The draft Normanville Foreshore & Jetty Caravan Park Masterplan is one step closer to being presented to the Council for consideration. At the 16 February meeting of Council, Elected Members carefully considered the 279 feedback submissions received from the community and a detailed report can be found in the February Council Meeting Agenda.

    Elected Members voted to make many changes to the draft plan based on the community’s feedback. An updated Masterplan, Project Risk Management Framework and the Long Term Financial Plan will be presented to the next meeting of Council on 16 March 2021.
